During the COVID pandemic, the apartment industry has been besieged by eviction moratoria while watching rent collections plummet. NAA and NAAPAC have been fighting for the industry throughout the pandemic:

  • When the CDC announced a federal eviction moratorium in September 2020, NAA was the first to sue and seek a halt of the eviction order. Ever since, NAA has worked to educate both lawmakers and the public on why eviction moratoria are fundamentally wrong, and thankfully the order was struck down by the Supreme Court.
  • Rather than a temporary response, NAA strongly supported direct, streamlined rental assistance—the only sustainable solution that helps rental housing providers and their residents address their financial debt. Thanks to the strong relationships NAAPAC has established on both sides of the aisle, NAA helped secure two rounds of federal rental assistance, providing nearly $47 billion.
  • However, as delivery of this aid has lagged, Congress attempted to pass a last-minute extension of the moratorium at the end of July. Thanks to all House Republicans and a dozen moderate Democrats long supported by NAAPAC, the bill did not have enough support to be brought to the House floor for a vote.
  • NAA has filed an additional lawsuit against the federal government for $26 billion in damages, the amount in unpaid rent that is not funded by rental assistance.
